CTCIA gathered in Providence, Rhode Island, for our summer road show! Connecticut regulators and professionals joined us to spread the word about the benefits of captive insurance for Rhode Island businesses, organizations, trade associations, healthcare entities, construction companies and non-profit organizations.

Background: The Rhode Island insurance market is facing unprecedented challenges without a captive insurance market to provide innovative risk management solutions for key industries, including:

  • Healthcare Insurance: Rhode Island workers and companies are facing the steepest health insurance premium rate hikes in over a decade; on average over 20%+ increases in every market starting January 1, 2026.
  • Auto Insurance: Rhode Island is the 5th most expensive state in the country for auto insurance and Rhode Island drivers pay the highest amount for collision repair in the country, with 1 out of every 6 six Rhode Island drivers now going without any auto insurance.
  • Property & Casualty Insurance: Rhode Island’s location makes it vulnerable to hurricanes, nor’easters, storm surges, and rising sea levels, leading to increased insurance premiums due to climate-related risks with some insurers exiting the Rhode Island market, leaving fewer options and potentially higher costs, making it more difficult to obtain affordable insurance and forcing increased reliance on the state’s FAIR Plan, which can have higher premiums.

At the Road Show on August 5, attendees had the opportunity to learn about captive insurance opportunities, including:

  • “Captive Insurance 101,” an overview of captive insurance.
  • Real world examples and use cases from companies that utilize captives to manage their risk with lower costs.
  • Unique benefits of captive insurance that Connecticut regulators and captive insurance professionals from the state recommend.
  • Connecticut’s newest captive insurance legislation, Public Act 25-130 (House Bill 6433) An Act Concerning Captive Insurance.
